This Inquiry is a replay of the Rotherham Report. Various MPs, e.g. Zac Goldsmith want it dragged out, which means it will report after the next general election circa May 2015. It is set up to ignore Individual cases of abuse so that police and other government officials will walk away Scot free. Having a chairman who knows Leon Brittan seems to go down badly. Brittan, a Jew from Lithuania was the Home Secretary at the time.

They allowed Pakistani Perverts to get away with Rape, kidnapping et cetera, which is to say they Perverted The Course Of Justice. This qualifies as Misconduct In Public Office. This inquiry is a whitewash, a cover up, more Misconduct In Public Office or even Malfeasance in office.

2014 United Kingdom Child Sexual Abuse Panel Inquiry ex Wiki
The 2014 United Kingdom child sexual abuse panel inquiry was announced by the British Home Secretary, Theresa May, on 7 July 2014, to examine how the country's institutions have handled their duty of care to protect children from sexual abuse. [1] It is to be led by an independent panel of experts. The scope and size of the Inquiry has been likened to the Hillsborough Independent Panel who investigated the Hillsborough disaster.

It was originally announced that the inquiry was to be chaired by Baroness Butler-Sloss. On 14 July it was announced that Baroness Butler-Sloss was standing down from the inquiry, [2] and on 5 September it was announced that it would be chaired by Fiona Woolf [3] but on 31 October 2014 she too resigned from the role. [4]

Background
In June 2014, over 120 Members of Parliament, co-ordinated by Tim Loughton and Zac Goldsmith, wrote to the Home Secretary, Theresa May, calling on her to set up an overarching investigation into a series of cases in the United Kingdom concerning allegations of historic child sex abuse within government and other institutions. Goldsmith said that "The Government should establish – and properly resource – an independent inquiry so that a line can be drawn, once and for all." [5] Remit and scope
The inquiry was announced by Theresa May, on 7 July 2014. She said that "In recent years we have seen appalling cases of organised and persistent child sex abuse that have exposed serious failings by public bodies and important institutions...That is why the government has established an independent panel of experts to consider whether these organisations have taken seriously their duty of care to protect children from sexual abuse." [1] She said that it was possible that it could become a full public inquiry with the power to subpoena witnesses. [6]

The inquiry will examine the duty of care taken by British public bodies and other notable institutions in protecting children from sexual abuse. [1] Individual cases of abuse will not be investigated by the inquiry, but Baroness Butler-Sloss said that she would be willing to hear of such cases. [1] The institutions to be scrutinised include the police, the courts, the education system, the BBC and the NHS.[7] The expert panel will also have the power to examine the behaviour of political parties, the security services and private companies. The panel is expected to report interim findings in advance of the next UK general election in May 2015. [6]

Chair and members of inquiry
On 8 July it was announced that Baroness Butler-Sloss would chair the inquiry. [8] She stated that she was "honoured to have been invited to lead this inquiry...We will begin this important work as soon as possible." [1] The Permanent Secretary at the Home Office, Mark Sedwill, said that Butler-Sloss had promised to "leave no stone unturned", and that he believed her report would "be thorough and complete". [1] The former Parliamentary Under-Secretary of State for Children and Families, Tim Loughton MP said that Butler-Sloss would "command great respect, great expertise and great knowledge which is absolutely what we need at the head of this inquiry". [1]

Criticisms were raised over the choice of Butler-Sloss as chair of the inquiry, as she was described as part of " the establishment" due to her membership of the House of Lords and the fact that her brother, Michael Havers, was Attorney General of England and Wales during the 1980s. [1] The Labour Member of Parliament Simon Danczuk said that "We don't want it [to] look like an establishment inquiry - that would send out the wrong signal to the public." [1] Former Solicitor-General Vera Baird claimed that Butler-Sloss was linked through her family "to the very establishment that this inquiry is being set up to look at... She is going to have to investigate the role played by her late brother." Questions were also raised about her report in 2011 into child abuse in the Church of England, with claims that she had been biased in favour of the church.[9]

On 14 July it was announced that Baroness Butler-Sloss was standing down from the inquiry, and that a new chair would be appointed. [2] It was announced on 5 September that the new chair would be lawyer Fiona Woolf, currently Lord Mayor of London, and that she would be assisted by Graham Wilmer, founder of the Lantern Project which helps abuse victims, and Barbara Hearn, former deputy chief executive of the National Children's Bureau.[3] Alexis Jay, chair of the Independent Inquiry into Child Sexual Exploitation in Rotherham, will also be a member of the panel.[10]

In October 2014, the chairing of the inquiry again became contentious after Fiona Woolf disclosed that she lived in the same street in London as Lord (Leon) Brittan and had, amongst other connections with them, invited the Conservative peer and his wife to dinner on three occasions. Lord Brittan was home secretary in 1984 when ministers were handed a dossier on alleged high-profile paedophiles which has since disappeared; Brittan has insisted that the proper procedures were followed. Labour MP Simon Danczuk, who campaigned for the inquiry to be established, told the BBC he thought Woolf should resign, accusing the Home Office of a "total error of judgement”. He added: “One mistake is forgivable... to make the same mistake twice looks like they're out to protect Leon Brittan. I don't buy the view that you can't choose someone to chair this inquiry who is not connected to Leon Brittan and yet the government seem to have been insistent on choosing chairpeople who are very much establishment, very much connected to people involved". [11] A second Labour MP, John Mann, also criticised the appointment, saying it was “totally impossible for Fiona Woolf to now properly chair child abuse inquiry” given that "Leon Brittan oversaw significant inquiries that vanished". [12] However, Woolf told MPs that Brittan was "one of thousands of people" she knew and was not a "close associate"; the government said it continued to back her appointment. [11] Theresa May, the home secretary, also supported Woolf’s appointment, saying: "Fiona Woolf has a long and distinguished career throughout which she has demonstrated the highest standards of integrity. I am confident that she will lead the work of the panel with authority, and that under her leadership the panel will get to the truth of these issues". [12]

On 22 October 2014, the BBC reported that it had seen a judicial review application launched by a victim of historical child sexual abuse which challenged the choice of Fiona Woolf as the chair of the inquiry on the basis that she is not impartial, has no relevant expertise and may not have time to discharge her duties. [13] However, the judicial review became unnecessary on 31 October 2014, when Woolf announced that she was resigning as chair of the inquiry. Her decision came on the day that victims and survivors of child abuse said that they were "unanimous" that she should quit, citing her social links with ex-Home Secretary Lord Brittan; their announcement came immediately after a meeting with home office officials. In a statement, Home Secretary Theresa May said that she had accepted Woolf’s decision "with regret". [14]

Child Sex Abuse Inquiry Panel Goes On Strike [  22 January 2015 ]

Sky News contacted a number of people who held senior positions in Lambeth at the time of the alleged incidents. All said the council had elements of dysfunctionality and was plagued by corruption and fear.

Dr Nigel Goldie, former assistant director of social services, said: "There were often rather strange things happening. Things going on behind the scenes that were never properly explained or known about.

These people were failed by institutions in childhood. They deserve to be heard now. Why were signs of child abuse ignored, unrecognised or unreported? The insight survivors have is vital in shaping how our institutions protect children in future.”......

“These referrals are allegations which are new to the police,” said Bailey. “Where there are criminal investigations they will be passed to the relevant police force. What we are seeing is that the face of crime has fundamentally changed and it means we have had to move our resources to crimes against the vulnerable [and concerning] child abuse, adult abuse and rape.”

The huge increase in reports of child abuse to the police – a rise of 80% between 2012 and 2015 – was continuing, Bailey added. At this rate of increase, police will be investigating 200,000 cases by 2020, he predicted.

Police forces across England and Wales investigated 70,000 cases of child sexual abuse last year and 25% of the investigations were into non-recent abuse.

The chief constable said that the rise in investigations was due not just to increased reporting but to more children being abused, with the internet acting as a facilitator for paedophiles to contact children. He has commissioned research in an attempt to establish whether this is correct.

The enormous draw on police resources of these investigations comes as a severe spending squeeze on police budgets continues.

Last week Alison Saunders, the director of public prosecutions [ see something on her track record at Saunders ], issued new guidance to remind police that her lawyers would not make charging decisions in relation to dead perpetrators, implying that police were not aware of the ruling that the dead could not be charged with criminal offences.

Bailey defended the police from criticism. “It is vital that the police investigate allegations of child sexual abuse thoroughly and proportionately, whether the alleged crimes took place last week or many years ago,” he said. “Victims who report abuse by someone who is now dead have the same expectation that their allegations will be taken seriously and that they will have recourse to justice. Police also need to determine whether the alleged offender may have worked with others who are still alive and could pose a risk today.”

Professor Jay, who has 30 years of experience in child protection, will become the fourth person to lead the probe, following the resignation of Dame Lowell Goddard last week.

The child protection expert led the Rotherham abuse inquiry that revealed at least 1,400 children were subjected to sexual exploitation [ by Third World criminals ]] in the town between 1997 and 2013.

Announcing the appointment, Home Secretary Amber Rudd said: “The independent inquiry has a vital role to play in exposing the failure of public bodies and other major organisations to prevent systematic child sexual abuse.

Perhaps it was because she was too close to the ugly reality or because she has a track record of doing an honest job. She should hit the ground running; she knows what it is all about. She might even negotiate a gold plated remuneration package like one Goddard got herself.

It's not 'disappointing' – it's another appalling abdication of responsibility by officials and a system that has again failed the countless victims of Britain's Asian grooming gangs.

And instead of exposing the abuse and the abusers, the grooming report has provided a case study in the way the British Establishment continues to thwart any attempt to finally get a grip on an issue that shames our nation...............
